The function of this building is commercial- administrative which belongs to Saderat Bank of Semnan. The ground and first underground floors have commercial usages while upper floors are administrative. The combination of modern and Islamic architecture has been employed in design of the building and the brick façade has been decorated by Iranian- Islamic architectural patterns. This building is among the most distinctive buildings of Semnan City.
